Ministry Objectives

OVERARCHING POLICY OBJECTIVES

  1. Ensure that South Sudan’s mineral endowment is developed for the benefit of the nation and the peoples of South Sudan as a whole.
  2. Foster mineral development and mining as a vehicle for economic growth and community development
  3. Apply modern principles of transparency and accountability to the minerals and mining sector and enforce strict rules against corrupt practices
  4. Ensure that the benefits of mining are fairly distributed among investors, the Government, the States and local communities
  5. Provide a fair and balanced regulatory and fiscal framework that encourages investment
  6. Ensure that mineral development and mining activities are conducted with due regard to the natural environment
  7. Ensure that mineral development and mining activities are conducted with due regard to the country’s social structures and its traditional rights and values
  8. Encourage the efficient and responsible search for minerals whilst ensuring that land is not held under a mineral title unproductively or for purposes of speculation
  9. Ensure the efficient and optimal recovery of minerals during mining in accordance with international best practice, subject to economic and technical feasibility, in order to maximise the benefits to South Sudan.
  10. Ensure the fair treatment of communities, land owners and occupiers with regard to compensation by mineral title holders to those adversely affected by mining
  11. Enforce international industry best practice health and safety standards and recognise the legitimate rights of workers
  12. Establish measures to maximize the opportunities for South Sudan nationals to play a full part in exploration and mining operations, and for South Sudan businesses, enterprises and service providers to derive maximum benefit
  13. Meet Government obligations to regulate the mining sector efficiently by providing the institutional capacity to administer the law.
  14. Meet Government obligations to encourage and promote interest and investment in mineral exploration by providing the institutional capacity to gather, store and make available fundamental geological data and information.
